Скотт народився в м. Покіпсі, штат Нью-Йорк, та виріс в розташованому неподалік поселенні Гоупвелл-Джанкшен. Він закінчив коледж маристів з дипломом бакалавра з історії та російського країнознавства. Він також отримав ступінь доктора права у Столичному університеті (м. Колумбус, штат Огайо) в 1998 році та є членом нью-йоркської асоціації юристів. Скотт також провчился один рік на курсі переддипломної освіті в університеті ім. Шевченка в Києві, Україна, протягом 1992-1993 років, в тому числі півроку в Інституті міжнародних відносин. Він переїхав до Києва на постійній основі в 1998 році і приєднався до компанії «Фрішберг і партнери» в якості юриста, після того, як з 1993 року був в ній практикантом.
